Ministry of Transportation Pushes New Energy Vehicles

On September 16, Ministry of Transportation issued “Implementation Opinions about Speeding up Promoting of New Energy Vehicles Application by Department of Transportation” (hereinafter referred to as "Opinions Draft"). It firstly proposed that new energy vehicles applied in China's transportation industry would form a certain scale in 2020 and establishes a development goal for new energy vehicles of reaching 300,000 units and 20% of energy saving contribution rate in urban transport.
 
According to "Opinions Draft", Ministry of Transportation focuses on the promotion of plug-in hybrid vehicles, actively promotes the use of electric vehicles and fuel cell vehicles and pushes research and promotion of energy storage type super capacitor car and other new energy vehicles according to the technical development.
 
Besides the above mentioned overall plan, "Opinions Draft" also has some detailed targets by 2020:
The proportion that new energy vehicles accounted for city buses, taxis and city logistics vehicles will improve significantly, and electric charging facilities will be more perfect.
New energy vehicles in new or updated city buses, taxis and city logistics vehicles will not less than 30% and not less than 35% in Beijing-Tianjin-Hebei Region.
New energy city buses will reach 200,000 units, taxis 50,000 units, and logistics vehicles 50,000 units.
 
In addition, the operational efficiency of new energy vehicles in the transportation industry will improve significantly with enhanced reliability and reduced vehicle failure rate.
 
Meanwhile, the regulations and policies for the application of new energy vehicles in the transportation industry have established basically and the mechanism for sustainable development is relatively complete. Purchase, operations, and maintenance costs of new energy vehicles have decreased significantly, thus, the initiative to purchase new energy vehicles of transportation enterprises has fairly enhanced.
