Boris Johnson, the Mayor of London, is planning to raise taxes on diesel vehicles in order to reach the limit content of nitrogen dioxide in the air required by the EU.

The London mayor's office released a statement recently, saying that Johnson encourages low-emission or zero emission and is going to set ultra-low emission zone in the downtown of London in 2020. Only hybrid and electric vehicles will be allowed to enter in.

London was permeated with thick fog and smoke in April. It is forecasted that London will have difficulties in meeting EU’s limitation of air pollution, at least to be postponed until 2030. That increases the pressure of controlling harmful nitrogen dioxide for Johnson. He disclosed, “It is prior to improve air quality in London, which has affected the health and living standards of London citizens. It can no longer be delayed. However, as long as we pay more efforts, we can reach the EU limitation standard of nitrogen dioxide before 2020. ”

Due to the rising use of diesel, London and other European cities are struggling to reduce emissions of nitrogen dioxide. Though greenhouse gas emitted by diesel cars is less than that of petrol cars, nitrogen dioxide emission is more. The World Health Organization conveys that nitrogen dioxide can irritate respiratory and induce bronchitis.

According to Johnson's plan, diesel vehicles must either meet certain standards of the EU or be charged additional fee, which is nearly the sum of congestion fee. Currently, the congestion fee that intends to ease traffic pressure is 11.5 pounds per day (about 19.5 dollars).

Johnson's goal is that the number of ultra-low emission vehicles driving on the streets of London reaches 200 thousand. Meanwhile, the 7,000 and 1,600 taxis buses can achieve zero emission. He also plans to set up 35 fast charging centers and 350 outlets for charging electric vehicles.
